PORT OF CANTON.
With reference to your letter of August 16 I enclose
a copy of a further communication from the American Group, showing the origin of their enquiries regarding railway connexions in Canton, I also send a memorandum of my con-
versation with Whigham on the subject.
At the conclusion of the interview I ventured to express regret that the Representative in China of the American Group, while ostensibly in Peking as an advocate of co-operation should persistently employ himself in generating an atmosphere of suspicion and distrust between his Group and its closest
